Bid writing for public sector tenders

You've found a public contract worth winning and your team's already flat out. We write your tender response, to what the buyer is scoring, and hand it back complete, following the buyer's instructions, and in time for your deadline. Prices agreed in writing before we start.

Who it's for

UK companies of roughly 10 to 250 staff that bid for councils, housing associations, the NHS, central government and their frameworks, and don't have a full time bid team, or have one that's stretched. Typically that's facilities and cleaning, security, construction and fit out, IT services, care and transport.

We cover procurements in England, Wales and Northern Ireland under the Procurement Act 2023, NHS healthcare bids in England under the Provider Selection Regime, and bids to Scottish public bodies.

What we deliver

Full tender response

Every scored question answered to the buyer's criteria and inside their limits, social value included, with final files and a submission checklist at least two working days before your deadline.

Large and multi lot bids

Contracts of £5m or more, longer question sets, or several lots that share answers, delivered to the same standard and the same deadline.

Bid review

You've written it and want it stronger before it goes in. Your draft back within three working days, with the passages that would cost you marks rewritten. Credited in full against a full bid booked within 30 days.

Framework and dynamic market applications

A place on the frameworks and dynamic markets your buyers call off, so you're in the room when the work is let.

Tight deadlines

Six to nine working days to go? A full response can still be done. Under that, the review gets your own draft into shape in time.

The documents buyers ask for

Carbon Reduction Plans to PPN 006, modern slavery and social value statements, and Cyber Essentials readiness, alongside the bid or as a Tender-Ready Pack.

Why now

Central government procurements of £1m or more that start from 1 January 2027 must give social value a weighting of at least 10%, and at least 20% on contracts of £5m and over. That's more written, scored work in every bid, and the firms that answer it well will win more of them.

What it is, and what it isn't

What you get

  • A complete bid that follows the buyer's instructions and answers what they're scoring.
  • One full revision round on your comments.
  • Final Word and PDF files and a submission checklist, so nothing the buyer asked for is missed.
  • Ben's own read of every bid before it comes back to you.

What it isn't

  • A promise of a win. The buyer decides, and a strong bid can still lose on price. Nobody honest promises otherwise.
  • Invented evidence. Every fact, figure, case study and commitment in your bid comes from you, and you check every line.
  • Your submission. You sign the declarations and submit through your own portal account. We never log in to it.
  • Your pricing schedule, financial standing information or legal advice on the contract.

How it works

  1. Email us the tender notice and your deadline. We reply within one working day with a fixed price in writing.
  2. You accept the quote and pay. We hold a kick off call within two working days and you send us your evidence.
  3. You get a full draft, send one set of comments, and get the final files at least two working days before the deadline.
Prices agreed in writing

One fixed price per bid, agreed in writing and paid upfront, or against your purchase order, before we start. Fees are for the writing and don't depend on the result. Reliness Ltd holds £1m professional indemnity insurance. Reliness Ltd isn't VAT registered, so there's no VAT on top.

A full response normally needs ten working days between payment and the deadline. With six to nine, ask us first. Closer than that, ask about the review.
