What the law asks of a standard tier venue

The Terrorism (Protection of Premises) Act 2025 is not in force yet. The SIA expects it to come into force in spring 2027 and will confirm the date. Once it does, if 200 to 799 people can reasonably be expected to be present at the same time, you must notify the SIA and have public protection procedures in place. Places of worship, schools, colleges and registered childcare with 200 or more are standard tier however large they are. At this tier the SIA can impose a penalty of up to £10,000, and up to £500 a day if a compliance notice is not met.

Done in an afternoon

Not a project. The scripts for staff and the public are written for you to adapt, and each section says what the guidance expects before you fill it in. It is designed for a venue manager to complete without outside help.

What the law says, no more

Every requirement is tied to the Act, the statutory guidance or the notification regulations, with the source noted at the end of each document. Nothing in here sells you equipment or training the law does not ask for.

Evidence from day one

Signed capacity decision, versioned procedures, staff sign off, training register, notification worksheet and logs. A record of reasonable steps the SIA can be shown.

What's inside

Questions

Is this for us?

If 200 to 799 people can reasonably be expected at once (theatres, arts centres, clubs, halls, music venues, bowling, soft play, gyms, pub function rooms), yes. Places of worship, schools, colleges and registered childcare with 200 or more are standard tier however large they are. If 800 or more can be expected you are enhanced tier and need more than this pack. Email us and we will say what.

Not sure which tier you're in?

Email your capacity figure to ben@reliness.co.uk and you get the tier and what you must have ready, in two lines, nothing to sign.

What is it not?

Guidance-based templates prepared from the Act and the Home Office statutory guidance. It is not legal advice. It was not drafted by a firm of solicitors and it is not endorsed by the SIA or the Home Office. You stay responsible for your own assessment and for the premises. We are not a security consultancy and this does not replace advice from your police Counter Terrorism Security Adviser.

Refunds?

It is a download, so once the link has been used we cannot take it back. If a file will not open or is not what the page says it is, email us within 14 days and we put it right or refund.
