Martyn's Law tier checker
Which tier of the Terrorism (Protection of Premises) Act 2025 your venue falls into, and what you must have ready. Nothing to sign, nothing stored.
How it works
The figure is the greatest number of individuals it is reasonable to expect to be present at the same time, from time to time, including staff. The Home Office guidance lists methods such as the fire safety figure, historic attendance, seat counts, ticket sales and licence limits. The fire safety figure is not automatically the answer. Schedule 1 to the Act puts places of worship, schools, further education and registered childcare with 200 or more in the standard tier however large they are, where that is the building's main use. An event is a qualifying event at 800 or more with checks on entry such as tickets, payment or membership, unless it is held at enhanced tier premises, a place of worship or an education or childcare setting. Airports, ports and railway premises covered by their own transport security regime are excluded. Bus and coach stations are not.
